With reference to my secret telegram of the 26th March concerning a plot to assassinate myself and others, I have the honour to state that this information was received from the Hong Kong Labour Maintenance Bureau, which reported to the Secretary for Chinese Affairs on March 15th that

a secret meeting had taken place in Canton at the instigation of the Labour extremists to arrange for assassins to come to Hong Kong for the follow- ing purposes:-

(a) To murder the Governor of Hong Kong. (b) To murder the two Chinese members of the

Hong Kong Legislative Council and the

Secretary for Chinese Affairs.

(c) To blow up the premises occupied by the Staff of the Labour Maintenance Bureau.

The report stated that photographs of the intended victims had been produced at the meeting for ins- pection by the assassins who were drawn by lot. The names and descriptions of four men in Canton were given in connection with the plot. Three
